비상사태 시 교육에 관한 기관 간 네트워크(Inter-Agency Network for Education in Emergencies, INEE)에서 2003년에 발간하고 지속적으로 업데이트해 오고 있는 자료로 다양한 재난 및 비상사태 발생 시 모든 연령대에 동등한 학습 기회를 제공할 수 있도록 핵심 활동과 세부 지침이 포함된 19가지 기준을 명시하고 있다. 또한, 교육에서의 대비∙대응∙회복의 질을 향상하고 안전하고 적절한 교육 기회에 대한 접근성을 높이는 것에 중점을 두었다. 정부를 포함한 모든 이해관계자가 양질의 교육을 달성할 수 있도록 모범 사례 프레임워크도 함께 제공한다. 

Published and updated by the Inter-Agency Network for Education in Emergencies (INEE) from 2003 onwards, the INEE Minimum Standards Handbook contains 19 standards, each with accompanying key actions and guidance notes that could enhance the quality of educational preparedness, response, and recovery of increasing access to safe and relevant learning opportunities in times of crisis. Education in emergencies comprises learning opportunities for all ages and this handbook aims to meet the educational rights and needs of people affected by disaster through processes that assert their dignity.
