Reference Module for Cluster Coordination At Country Level

2011년 12월, 인도적 지원기관 간 상임위원회(IASC) 임원진은 2005년도 인도주의 개혁을 바탕으로 인도적 대응 수준을 향상시키기 위해서 IASC 개혁 의제에 포함된 일련의 조치들에 합의하였습니다. 이 개혁은 인도적 대응의 과정과 메커니즘을 간소화하고, 기관 간 의사소통과 협력을 개선하며, 즉각적인 대응에서부터 장기적인 계획 수립까지 아우르는 인도주의 시스템에 대한 전반적인 신뢰 구축을 목표로 하였습니다. 또한, IASC 임원진은 효과적이고 시기적절한 의사결정 및 계획 수립을 통해 도움이 필요한 이들에게 인도적 지원을 제공함으로써 피해 인구에 대한 책무성이라는 궁극적인 목표도 달성하고자 합니다. 


클러스터 조정을 위한 참고 모듈은 클러스터 조정의 기본적인 요소들을 소개하고 현장 전문가들을 위한 참고 지침으로 활용됨으로써 업무의 효율성을 높이고 보다 나은 인도적 지원 성과를 낼 수 있도록 돕고자 제작되었습니다. 

본 모듈은 2011년에 합의된 내용을 바탕으로 개정되었으며, 현장 및 글로벌 차원에서 수집한 내용을 포함하고 있습니다. 2015년 개정판은 ‘클러스터 및 인도적 지원 부문 간 조정’, ‘대비 단계에서의 클러스터의 역할’이라는 두 개의 장이 새롭게 추가되었고, 그 밖에 기존 클러스터 조정, 전환, 해산, 모니터링 관련 내용들도 업데이트 되어 있습니다.

In December 2011, the IASC Principals agreed to a set of actions under the IASC Transformative Agenda to improve humanitarian response, building on the 2005 Humanitarian Reform. The reforms are aimed at simplifying processes and mechanisms, improving inter-agency communication and collaboration, and building confidence in the system as a whole, from the immediate response to longer-term planning.


The Cluster Coordination Reference Module is one of the IASC Transformative Agenda Protocols. It outlines the basic elements of cluster coordination and intends to serve as a reference guide for field practitioners to help facilitate their work and improve humanitarian outcomes. This revised version builds on the first edition of the Cluster Coordination Reference Module published in 2012.

수요 조사(needs assessment)는 정보를 바탕으로 한 의사 결정을 가능하게 해주고 사업 계획 뿐만 아니라 모니터링, 평가 그리고 피해인구에 대한 책무성을 지키는 데에도 필수적이지만, 인도적 지원 상황에서 재난 발생 직후 혹은 몇 주 내에 행해지는 수요 조사는 신속하고 간단한 형태의 조사 만이 실질적으로 가능한 방법일 수 있다. 이 가이드는 이러한 인도적 재난 상황에서 ‘만족스러운(good enough)’ 수준의 수요 조사를 실시 할 수 있도록 각 단계에 대한 설명과 함께 수요 조사를 계획하거나 실행하는 데 사용할 수 있는 다양한 툴과 자료들을 소개한다.




Needs assessment is essential for programme planning, monitoring and evaluation, and accountability, however needs assessment is still a critical weakness of humanitarian response. Organizations urgently need to improve how they do assessments. ACAPS and the Emergency Capacity Building Project (ECB) have produced this guide to fill the gap that existed for a practical resource that pulls together the main lessons learned from various humanitarian initiatives and experiences.

Step-by-Step Practical Guide for Humanitarian Needs Overviews, Humanitarian Response Plans and Updates

본 지침은 인도적 필요 개괄(Humanitarian Needs Overview, HNO)을 포함한 부문 간 공동의 필요 분석(joint inter-sectoral needs analysis) 및 인도적 대응 계획(Humanitarian Response Plan, HRP)과 같은 대응 계획과 업데이트를 준비하기 위해 다양한 이해관계자들이 어떻게 협력할 수 있는지에 관한 단계별 실무 지침을 제공한다. 


본 문서는 기존의 IASC 인도주의 사업 주기(Humanitarian Programme Cycle, HPC) 지침을 보완하며, 클러스터 및 기관들이 증거 기반의 결과 지향적인 공동 대응에 기여할 수 있도록 보장하는 것을 목표로 한다. 특히, 필요 분석(needs analysis)의 질과 유용성을 개선하여 인도적 대응 관련 결정에 영향을 미치고, 결과 지향적인 대응 계획 수립을 지원하고자 한다. 본 문서에 제시된 단계(steps)에는 필요 분석 및 계획 수립의 순서가 재정립되어 있으며, 이때의 필요 분석은 새로운 계획 준비 및 기존 계획 수정을 비롯해 인도적 대응 관련 의사결정에 직접적인 영향을 미친다.


인도적 대응 관련 접근법과 서식들은 인도적 필요 개괄(HNO) 및 인도적 대응 계획(HRP) 문서뿐만 아니라 일년 내내 상시적으로 실시되는 인도적 상황 및 필요에 대한 모니터링에도 적용된다. 


인도적 대응 계획 수립이 부문 간 필요 분석을 바탕으로 할 수 있도록 보장하는 과정은 그 산출물(outputs)—HNO나 HRP 혹은 모니터링 보고서 등—만큼이나 중요하다. 다양한 이해관계자들은 함께 분석의 범위(scope)와 주안점(focus)에 대해 합의하고, 합의된 인구집단이나 지리적 영역 혹은 주제별 사안과 관련된 분석과 데이터를 서로 공유해야 한다. 각 단계의 의사결정자들은 현재 진행 중인 개입을 비롯해 인도적 대응 방안들을 고려하고 검토하기 위하여 인도주의적 피해(humanitarian consequences)에서 우선적으로 다루어야 할 사항들을 정하는 등 후속 계획 수립 단계를 추진할 수 있도록 필요 분석 결과에 대해 합의를 이루어야 한다.


이와 같이 단계별 지침 및 본 문서와 함께 제시된 서식들은 결과물에 대한 개요를 제공해주는 것뿐만 아니라, 필요 분석과 계획 수립 및 모니터링에 대한 논의와 합의 형성을 위한 지침으로도 활용될 수 있어야 한다. 



This document provides practical, step-by-step guidance on how to organise the collaboration among the various stakeholders to prepare joint inter-sectoral needs analysis, including for the Humanitarian Needs Overview (HNO), and response plans and updates, including the Humanitarian Response Plan (HRP). It should be read alongside the HNO and HRP templates.


The document complements the existing IASC Humanitarian Programme Cycle (HPC) Guidance, which aims to ensure an evidence-based and results oriented collective response to which Clusters and organizations contribute.1 It specifically aims to enhance the quality and usefulness of needs analysis to inform response decisions, and to support outcome-oriented response planning. The steps re-assert the sequence of the needs analysis and planning, with needs analysis directly informing the decision-making with regards to response, including the preparation of new plans and adjustments to existing ones.


The approach and the templates apply to the HNO and HRP documents, as well as to the more frequent monitoring of the humanitarian situation and needs throughout the year, with potential subsequent adjustments of the HRP. Compared to the HNO and HRP documents, the monitoring of needs and results and adjustments are expected to be a lighter and simpler process.


The process of producing the inter-sectoral analysis and ensuring that it directly informs response planning is as important as the output documents – HNOs, HRPs or monitoring reports – themselves. The various stakeholders should come together to agree on the scope and focus of the analysis and share their data and analysis around agreed population groups, geographic areas and/or thematic issues. Whenever applicable, information concerning refugees and their distinct context, needs, vulnerabilities and situation should be incorporated.2 Decision-makers at all levels must agree on the needs analysis results to proceed with the subsequent planning steps, including prioritization of humanitarian consequences to address and review of response options including ongoing interventions.3 As such, the step-by-step guidance below and the proposed templates should serve as a guide for discussions and consensus-building on needs analysis, planning and monitoring, as much as they provide an outline for the resulting products.

Core Humanitarian Standards - Core Humanitarian Standard on Quality and Accountability

Core Humanitarian Standards은 위기에 영향을 받는 지역 공동체 및 주민들에게 인도적 지원을 제공하는 기관이나 개인이 이행해야 하는 아홉 가지 서약으로, 지역 공동체 및 주민들이 도움을 주는 기관이나 개인들로부터 대할 수 있는 것을 설명하며 이에 대한 지침을 제시하고 있다. 




The Core Humanitarian Standard on Quality and Accountability (CHS) sets out Nine Commitments that organisations and individuals involved in humanitarian response can use to improve the quality and effectiveness of the assistance they provide. The CHS places communities and people affected by crisis at the centre of humanitarian action. As a core standard, the CHS describes the essential elements of principled, accountable and high-quality humanitarian aid. It is a voluntary and measurable standard. The CHS is the result of a global consultation process. It draws together key elements of existing humanitarian standards and commitments.

The Sphere Handbook: Humanitarian Charter and Minimum. Standards in Humanitarian Response

1997년 여러 인도적지원 NGO 와 국제 적십자·적신월 운동에 의해 시작된 Sphere 프로젝트는 인도적지원의 질과 책무성에 대한 최소 기준을 제시하는 글로벌 이니셔티브입니다. Sphere 프로젝트가 발간한 “Sphere 핸드북: 인도주의 헌장과 인도적 대응의 최소기준” 은 전세계 인도적지원 현장에서 피해인구 지원의 효율성을 위한 보편적 척도로 널리 활용되고 있습니다. 2018년 발간된 네번째 개정판은 지역 사회 관계자들과 커뮤니티의 역할에 더 큰 비중을 두고 있으며, 기준을 적용하는 데 있어 맥락 분석(context analysis)의 역할을 강조하고 있습니다.




The Sphere Project, now known as Sphere, was created in 1997 by a group of humanitarian non-governmental organisations and the Red Cross and Red Crescent Movement. Its aim was to improve the quality of their humanitarian responses and to be accountable for their actions.

The Good Enough Guide: Impact Measurement and Accountability in Emergencies

본 책자는 현장에서 일하는 프로젝트 관계자들을 위한 지침서입니다.  활동가들이 영향력 측정 및 책무성을 현장 프로젝트에 적용하여 활용하도록 돕는것이 목적이며, 2006년2월 나이로비에서 개최된워크숍에서긴급구호 역량강화 프로젝트(Emergency Capacity Building (ECB) Project)에 참가한7개 단체 대표들이 정리한 내용을 중심으로 작성되었습니다. 참가자들은 긴급재난 기간 중 현장에서 발생하는 영향력측정과 책무성의 현실에 집중하였습니다.


본 책자의1~3페이지에도 언급되어 있듯이, 워크숍참가자들은 몇 가지 주요 핵심 아이디어에 합의하고 ‘충분한(good enough)’ 접근을 도출해냈습니다.


본 지침서가 개별NGO의 정책이나 국제기구간 이니셔티브가 갖는 공동 원칙을 대체하는 것은 아니며, 영향력측정 및책무성에 대한 최종 자료도 아닙니다. 그러나 굿이너프 가이드(The Good Enough Guide)는 몇 가지 신속하고 간단한 접근방식을 공유함으로써, 현장 활동가들이 아래 두 가지 질문및 관련 해답을 그들의 활동과 의사결정에 활용할 수 있도록 돕고자 합니다.

What difference are we making? How do we know? The Good Enough Guide helps busy field workers to address these questions. It offers a set of basic guidelines on how to be accountable to local people and measure programme impact in emergency situations and contains a variety of tools on needs assessment and profiling. Its ‘good enough’ approach emphasises simple and practical solutions and encourages the user to choose tools that are safe, quick, and easy to implement.


This pocket guide presents some tried and tested methods for putting impact measurement and accountability into practice throughout the life of a project. It is aimed at humanitarian practitioners, project officers and managers with some experience in the field, and draws on the work of field staff, NGOs, and inter-agency initiatives, including Sphere, ALNAP, HAP International, and People In Aid.


The Guide was developed by the Emergency Capacity Building Project (ECB). The ECB is a collaborative effort by CARE International, Catholic Relief Services, the International Rescue Committee, Mercy Corps, Oxfam GB, Save the Children, and World Vision International.

The AID All In Diary is designed for use in disaster situations and is specifically aimed at field based humanitarian workers in international and local NGOs. It is aimed at improving the quality and appropriateness of relief work and offers a comprehensive single source of the most up-to-date humanitarian information and resources.


The handbook covers key areas of humanitarian and emergency assistance work such as humanitarian principles including humanitarian law, codes of conduct and good practice, accountability, the UN role in humanitarian action and protecting those at risk. It also covers areas such as disaster preparedness including disaster management and disaster preparedness planning, linking relief, rehabilitation and development, the cluster approach.
